Regiment's Sanitisation Operations in West Bay
The Cayman Islands Regiment, in coordination with relevant government authorities, is conducting precautionary sanitisation operations in the West Bay area, near Genevieve Bodden Drive, as part of enhanced biosecurity measures following the confirmation of H5N1 avian flu virus at a single farm located on Cemetery Road.
Containment Efforts Continue After Avian Flu Detection
Government teams continued coordinated containment and monitoring activities today, Sunday 30 November, following the confirmed detection of H5N1 Avian Influenza in a limited number of birds at a farm in West Bay.

What We Do
Hazard Management Cayman Islands (HMCI) is the lead agency responsible for the national comprehensive disaster management programme and acts as the coordinating agency of the National Emergency Operations Centre (NEOC) as well as being members of the National Hazard Management Executive (NHM), Council and Policy Group. We take the threat of all hazards seriously and continue to strive to increase and improve Cayman’s resilience, response and recovery to them.

Community Advisory - Prevent the Transmission of H5N1 Avian Flu
H5N1 Avian Flu has been detected among a select number of birds on Grand Cayman. Public Health and the Department of Agriculture are actively monitoring the situation and conducting containment activities. Decontamination stations have been established for prevention. Risk to the general public remains low. Follow the guidance below to prevent exposure.
H5N1 Advisory for Farmers and Poultry Owners
H5N1 Avian Flu has been detected among a select number of birds on Grand Cayman. Public Health and the Department of Agriculture are actively monitoring the situation, surveying the area and carrying out containment activities. Farmers and poultry owners are asked to take the following precautions to prevent further transmission among bird populations and reduce personal exposure risk.
Cayman Islands National Maritime Search and Rescue Plan 2025
The Cayman Islands National Maritime Search and Rescue Plan was first issued July 2021 and revised August 2025 by the Cayman Islands Coast Guard (CICG).
CICG is responsible for the delivery of Maritime SAR within the territory, including territorial waters. Urban or land does not fall within CICG's remit.

Volume 1 - National Disaster Management Plan
The overall aim of the National Disaster Management Plan is to provide a structure to manage the effects of natural and/or man-made hazards occurring in the Cayman Islands.
It reflects the comprehensive disaster management approach, as it provides for development of preparedness, response, mitigation and recovery procedures and plans.
The Plan assigns responsibilities and coordination of emergency activities connected with major disasters.
The plan addresses the short- and long-term objectives of the National Disaster Management Programme, and is subject to continuous scrutiny, review and upgrading as deemed necessary, based on new research and experience.
For the purpose of the National Plan, Government includes all statutory authorities and government-owned companies.
Volume 1 of the National Disaster Management Plan, and sets out information on the Cayman Islands, hazards that pose a threat and the national structure for managing the threats.
Volume 3A National Hurricane Plan
The National Hurricane Plan provides the general framework for the implementation of the procedures for emergency response.
The plan is to be used for:
- Education and training, including exercises by HMCI for the phases of an emergency; preparedness, response, and recovery from tropical cyclones. In the event that the NEOC is activated for a forecast weather event, the HMCI Director may choose to apply that in lieu of an exercise but will not do so more than two consecutive seasons.
- Coordinating response actions through routine updating of multi-agency procedures for operational response to Tropical Cyclones in the Cayman Islands.
- Guidance to the United Kingdom, the international community, government agencies, the private sector, voluntary organisations, and the general public on actions before, during and after a hurricane.

Organisational History
The Cayman Islands has had an Official Hurricane Plan since the early 1970s. Regular revision kept the plan current and lessons learned from Hurricane Ivan in 2004 changed the approach to Disaster Management.
The Cayman Islands National Strategic Plan 1998 -2008 lists “comprehensive contingency planning” and establishment of a “national emergency management agency” among its strategies. The document also mentions prevention and mitigation as desirable activities to be undertaken to safeguard the country. The proposal for a national agency with a comprehensive mandate to lead the risk management process is therefore in keeping with the plans for national development.
In January 2007, Hazard Management Cayman Islands was established as the government agency responsible for coordination of all programs dealing with national disasters, whether natural or man-made and implementing the National Hurricane Plan. The National Hurricane Committee was transitioned to the National Hazard Management Council.
