Government Advances Postal Regulations

The Ministry of District Administration and Home Affairs (MDAHA), in collaboration with the Cayman Islands Postal Service (CIPS), has secured Cabinet approval for the Postal (Amendment) Regulations (2026 Revision) (“the Regulations”). The approval represents a significant step forward in modernising Cayman’s postal service and ensuring it remains sustainable, competitive and responsive to evolving global postal industry trends.

The amended Regulations update an outdated framework by introducing modern pricing structures, clearly distinguishing between social and commercial mail, and enabling the rollout of new postal products. Together, these changes position CIPS to continue delivering affordable and reliable services while adapting to the growing demand for parcel-based delivery.

CIPS plays a vital role in connecting communities across the Cayman Islands and linking the country to the global postal network. The approved amendments ensure CIPS can evolve alongside international industry changes while maintaining its historic role as a trusted public service.

What’s changing:

  • New and enhanced postal products
    • Aligns with the Universal Postal Union to accept parcels up to 20 kg (44 lbs.).
    • Introduction of optional additional liability coverage for loss or damage.
    • A new Return Service for items originally posted in Cayman, offered at 50% of original postage or CI$40.00, whichever is lower.
  • Modernised fee structure
    • A single worldwide postcard airmail rate of CI$0.82 (US$1.00)
    • Updated domestic parcel rates for the first time since 1997, including new heavier weight brackets.
    • A 50% discount for residents sending inter-island parcels between Grand Cayman and the Sister Islands.
    • Addition of kg weight specifications to align with the postal industry’s use of the metric system
    • An increase to the Post Office Clearance Fee for parcels from CI$1.00 to CI$3.00, aligning with comparable government fees.
  • Simplified international pricing
    • A streamlined country grouping system that allows CIPS to review and adjust destination groupings annually to better reflect delivery costs.
  • Administrative updates
    • Revised fees for post box reactivation and other services to reflect modern operational realities.

The CIPS again partnered with the Department of Tourism to introduce new postal products featuring imagery that promotes Cayman’s natural beauty, supporting small businesses and encouraging exports while showcasing the Islands internationally.

Modernisation is essential as traditional letter volumes continue to decline and parcel traffic continues to grow as a result of online shopping. Updating the regulatory framework now will help CIPS recover costs more effectively, remain affordable and transparent for customers, and mitigate the reliance on government subsidies.

The Honourable Nickolas DaCosta, JP, MP, Minister for District Administration and Home Affairs, welcomed Cabinet’s approval, stating,” Postal services have played an historic and essential role in the development of the Cayman Islands, connecting our people, our businesses and our communities to the world. As the industry continues to evolve, it is critical that our postal service evolves with it. These amendments ensure that CIPS remains financially sustainable, internationally compliant and well positioned to support modern commerce, while preserving its longstanding role as a trusted public service for Caymanians and residents.”

Postmaster General, Ms. Sheena Glasgow also welcomed the decision, noting its significance for the future of the Service: “The approval of these Regulations represents a turning point for the Cayman Islands Postal Service. They provide the CIPS with a much better foundation for innovation, competition and growth in a parcel-driven, digitally connected marketplace. By aligning our services and pricing with international standards, the CIPS is well positioned to remain competitive and to strengthen its reputation as a modern, efficient postal operator and a leader within the Caribbean.”

Despite the proposed rate adjustments, CIPS services will remain significantly more affordable than private courier alternatives, and initial analysis indicates that the demand is unlikely to be materially affected.

The Postal (Amendment) Regulations (2026 Revision) will come into effect on 2 February 2026, reflecting a forward-looking commitment to a more modern, resilient and globally connected Cayman Islands Postal Service. Ahead of implementation, the Ministry will work closely with CIPS on a public information campaign to explain the changes and available customer options.
